Etc etc. There were many other such examples where words have different meanings for police and outside police. This is the main reason why a lawyer and national media and other witnesses must be present when dealing with police for any reason for any matter, big or small, crime or no crime.
Little babies (toddlers age) when angry, show their anger by making a gesture with their hand to hit or cry a lot as a reaction to something etc, but that is not a chargeable crime as an adult for bad behaviour when they grow up. Same applies to many of the other behaviour of children, age is a major consideration in such determinations. Parents regularly monitor such behaviours without involving law enforcement, may get help from doctors to understand the situation.. But because of the word bad behavior police profile might show it as a negativity.
