Travelers cheques or checks, which one was correct ??

Local Banks in Saudi Arabia should clarify this matter through public media, internet, signs etc. if it was ok for travelers to use bank cards (in the machine in Saudi Arabia) which were issued elsewhere to withdraw from ATM machines, if they have no financial setup in Saudi Arabia and want to use financial setup from their country.
