TO WHOM IT MAY CONCERN/INTEREST
When required I will build my own nuclear shelters for protection from radiations etc. or shelters from floods and other natural emergencies. But for housing emergencies I do not want public shelters, housing emergency should be addressed by alternate housing instead of Public shelters.
It has been almost a year since June 19 of 2022 when my residence of over five years in Hamilton was illegally occupied, after that I was put through shelters I stead of providing me alternate housing, from shelters in Hamilton to Brampton to Ottawa, but no alternate housing was provided to me. I have a right to know my information under freedom of information act to find the legal reasoning behind this one year of shelters treatment. I never lived in Shelters before immigration to Canada in 1993. I am a victim of a illegal occupation, so I should have been compensated for it instead of putting through the public shelters for one year since June 19th Hamilton incident.
A social worker of the centre town Health Centre who met with me early April 2023 and asked me to sign some consent forms, to start work, to obtain some information help with cstsavings unused RESP withdrawal, putting me back into rental housing etc. seems to have moved on and gone somewhere or in other words has vanished without doing anything positive other than just getting me to complete various forms, sign forms, email, fax etc but no outcome of it. Time I spent on educating my situation was wasted and now there was another social worker who talks to me about my situation with a non cooperative behaviour and as a disciplinarian but not as a Social worker, but originally assigned social worker was not available as was expected. Brook L Davies was on vacation since May 05 to May 15, but I was told she was not available for another week from May 17 of 2023.
Negative impact of shelters on health. I learned since my childhood which was in a different land that when there was a need to cough cover your mouth (with elbow or hanky etc), go away from other not to cough on others face directly. In shelters it is a very common thing that because of high population at certain times of the day such as for meals, people come close, cough around the other face with full outburst of air out of their lungs and walkaway. This was very unhygienic and like bio hazardous attack on people at a small scale. This was how my soar throat and stuffy nose and watery eyes issue started in this shelter in April 2023. (I have cured from it by using over the counter medication, inhaler etc.).
Interference at the dinner time in the line up to change the plate. Twice it happened that people behind me try to change the plate at the last moment in the line.
Morning meal line up. Every day when I come downstairs to the lobby around 07h00 I see a large number of people sitting in chairs in a large rectangular shape around the door to the enter the dinning area, they start occupying the chairs even before 07h00 am perhaps 25-30 chairs. I am documenting at 07h55 morning meal starts at 07h30 and never ending line is still going on, people were waiting in the line to enter the dinning room, I am sitting a chair waiting for my turn to enter the dinning area. People who have a bed at the shelter should not have to wait to enter the dinning area, when they arrive at the door should be allowed to enter immediately.
Change of housing worker at the shelter, now it is “Elizabeth” instead of previous housing worker “Jessi”, on May 19 of 2023. This new housing worker started telling me about age seniority benefits etc. in 2023. My response was that I was of age 65 years in the year 2021. What was being told to me now in 2023 should have been worked out and planned a year before I was 65 i.e. when I was 64 in 2020, instead of putting me in shelters etc. I am not sure what to believe now. I reiterated and reminded that it would be much cheaper to provide me a plane ticket , a flight to go back home to my country of previous residency before coming to Canada in 1993. She wanted to teach me how to navigate Govt. systems etc., I declined , not my interest in it, because I am an engineer and would be happy to learn from a technical person.
Walmart (Billings bridge) associate walked up to me and showed me a plan of Walmart card some savings etc. and asked me to show my ID, he was going around with a tablet or a handheld PC (data device with wireless communication) to capture the image of the IDs, I replied you show me your ID first before I show you my ID, he got nervous and started pulling his tags etc from his pockets instead of showing me his IDs. These people going around on Walmart floor can not be trusted, not sure if they were approved by the clearly Ng agencies to take images of people’s IDs, they can be transmitting the image of IDs to anywhere in the world and use it for some crime ine real time or sh w the person elsewhere on the planet. These people should be monitored and regulated and should not be allowed to take images of people IDs, just a visual check of the ID should be sufficient.
There was no line up for the morning meal on May 20 of 2023. I came downstairs around 06h45 went outdoors for a walk and cane back to the shelter by 07h45, no lineups , went to the dinning area without waiting, wake up announcement was heard after I finished breakfast around 08h00, I finished breakfast before 08h00.
Morning meal on May 21 of 2023: Line came to an end around 07h45, so I got in the line as the last person (presumably), few minutes later more people came behind me, I got in the dinning room as bed 255, a person came behind me bed 265. By the time I got to the final window where meal plate is picked up, there was no plate for me, female server seemed a bit confused, asked me few questions, she put few items on my plate but as she was filling the plate she was getting signals and verbal messages from the person behind me, so I asked the person behind me if the plate was for him. Another person in the line said something to me perhaps to take my plate and move on. But this was strange for me, simply put, on my plate I should be the one telling the server what items to fill on my plate not others. That might be acceptable for under age children but not for adults or age seniors. Even to children we give opportunity to decide themselves what they want to eat. Adults don’t impose on children what children should eat. Something to think about.
While I was in my sleep at night on May 21/22 around mid night perhaps, I heard some argument among people about bed 258, bed 358, second floor, 3rd floor etc. Bed check staff came after with flash lights shining on the floor / beds etc.
Meeting with my Social Worker Brook L. Davies at 10h00 at 370 Catherine after a long gap of almost one month, regarding withdrawal from RESPs.
Community Legal Clinic at 1355 Bank St. in Ottawa. Lawyer refused to provide a written response to my written request (which was in my own handwriting) under freedom of information act. submitted on May 19 of 2023. This is strange and human rights issue that system (social and legal) here is unable to provide an answer that why it was done to me a years ago which still goes on. I want to go back to the the country of my previous residence where I lived before coming to Canada in 1993. I have a right to go back my to previous home.
Applied to Ottawa Rooms for a rental unit, located at 469 Gladstone on May 26 of 2023. Informed OW case worker about it. Sharon called Hamilton and Brampton. She asked me if I owed them any rent. I said my rent was paid direct to the landlord. But because of absence of monthly hand to hand transaction they say did not pay rent. When rent was paid direct monthly hand to hand transaction was not seen. Simply wrong interpretation. Rent receipts must have been issued by the land lord/rent receivers as monthly hand to hand transaction. But it was documented by OW because rent was deducted from my monthly assistance cheque. (incomplete cheque and deduction due to rent pay direct are different situations, although both situations have same impact on the over total of the monthly cheque). Sharon was not absent from the office on my visit in Monday (05/29) and Wednessday (05/31), instead of Sharon another person by the name of Tammy was in the office. June 28 of 2023: Passed by the Ottawa rooms rental around 09h20, spoke to Tammy, she said people will be moving over the weekend so contact her on Monday on July 03 of 2023, I told her about about change of my case worker on vacation etc.
(I wonder what the role of a housing worker in search for a house for me). if I have to go through house to house searching for. Housing worker should all the work related to securing a house hand me the key to move in. Something to think about.
May 26 of 2023: When I got back to the dorms upstairs, some one was sleeping in my bed #255 around 22h30, reported to the office down stairs, I was told to wait in the lobby area, it took about 15 minutes to clear my bed, I came out doors for a walk around the block before going back up to my bed #255 in the shelter around 23h00.
Came out of the waiting area of walk in clinic at South keys after waiting for my turn for about two hours since 11h45 on May 27 of 2023.
May 28 and 29 of 2023: used only morning meal at the shelter, lunch and supper on my own, did not wait in the line up for dinner after bed check-in at the window near water fountain around 16h15.
Second meeting with newly assigned Housing worker Elizabeth Abit on May 30 of 2023 between 09h00 am and 09h30 am at 29 Waller St, Client services offices, she asked me to assign a consent form (which remains valid for one year instead of six months. She wanted to keep a copy of my IDs which declined, because shelter has already checked my IDs at the time of intake on April 03 of 2023. Computer she used was showing incorrect date of birth under my name, I showed her my Health card which shows my correct date of birth. She wanted to do another another application for Social housing which was already done by Jessi before May 19th. Elizabeth asked me for 2022 Tax return, I told her I will file my tax when I owe taxes, at present I do not owe any taxes. She asked me to submit bank statements for the past three months at the next meeting on Thursday June 01 of 2023 (March, April and May).
A man was seen emptying the locker 260 on my bed 255 to occupy my bed 255 between 06h30 and 06h50 when I used the bathroom to wash up. I had to wait for several minutes before I could get access to my bed before going downstairs. In the past during the two months period also several times people were found sleeping and sitting in my bed 255 when I was around in the building. Perhaps something to do with the deception created by the number 259 on locker door which was incorrectly placed right next to my bed 255.
Something in the morning meal caused some allergic reaction and I felt scratchy all over my body and little dots appeared on my arms and next etc. Perhaps the bakery items were not refrigerated or perhaps the fruit mango slices. This cured by itself within an hour or so while I was at Billings bridge for a beverage.
As soon as I got off the bus route #10. (towards Lyon station, north bound) around 09h45 at Catherine St. stop, a man sitting in the bench wearing a blue sports jersey asked me for money, as if he was expecting me to arrive at this stop, but neither I am receiver, nor distributor of money for any of these underground secret organizations which ask me for money. Perhaps due to the deception/illusion that some one or some people was creating in the minds of the simple naive and illiterate people by using my name and showing me as a person behind name while I was not involved in any of their activities. More on this was documented in my precautionary notes.
As I was exiting from the front door of the shelter on June 06 of 2023 around 06h00 am after filling my bottle of water, a voice was heard saying “sits off ” from behind the windows, kind of faint voice as if the person was trying to make it louder.
Bedding was missing from my bed 255 in the shelter on the night of June 05 which I reported to the staff next day at night on June 06 around 21h30
I was in a meeting with Housing Worker Elizabeth at 29 Waller Street on June 07 of 2023 around 09h00 am, she spoke to me about housing, CPP, OAS and repatriation matters also mentioned that when I have money, I can rent my own house and live on my own, no need to be in the shelter etc. I fully agreed, I have been regularly saying the same thing on my website. Also reminded her that “Khalid” was my first/given name and “Mahmood” was my last/family name, when to say Mr. with first name and when to say Mr. with the last name, or say Mr. with the full name.
Shelter entrance door was found locked twice recently on June 07 at night around 22h30 to enter, and before that in the morning around 06h50 to go out for a walk before morning meal.
Long line up (as if blockers at work to prevent some one from getting to the meal) was seen for morning meal on June 09 of 2023 around 07h40 and a police cruiser with sliding yellow light at the top of the roof was seen stopped outside at the shelter entrance around 07h30. So I did not use the shelter facility for the morning meal. Before exiting the door, I spoke to the shelter staff to find out if there was any letter/mail or document for me to receive.
A man accessed the locker 259 couple of times in the morning of June 09 of 2023 around 5/5h30 am, since the locker has a combination lock, it takes him many tries before it opens, which makes some kind of metallics noice which wakes me up. Just to document it that I am not using locker 259 with combination lock because I have my locker 255 matching with bed 255 and I am using a lock with a key on it.
Visited RBC bank located at Sparks St. after a long time to book an appointment for a meeting with a banker. My contact Kirsten Kuilder is not at this branch in Ottawa anymore. My bank card of RBC account was stolen from my possession many years ago. Since I did not have much use for the RBC account at that time, I did not pursue to report and obtain another card because account was dormant/closed at that time. Bank teller had difficulty locating my previous closed/dormant accounts, because they don’t use Social Insurance Number anymore for accounts. In the past banks always used social insurance number to open the account and to locate the account, email address was not used 20 years ago to open the account. Phone number and address are the parameters which might change over the years. But ID numbers such Social Insurance numbers do not change across Canada, even driver’s license number and health card number change if a person moves to another province, that is why they (banks) should use S.I.N. # to locate accounts or use bio metrics, parameters which are stable and do not change. For very old accounts people might forget account numbers if not documented because on daily basis people use interac/debit cards and do not look at the account numbers associated with the debit card, so logical would be to use Social Insurance Number to locate accounts in the computer system, and if possible use Bio metrics to support it. Every one from top to bottom should make efforts to make the system honest and transparent instead of fraudulent, secretive and crook. Swindlers, crooks, leeches and parasites should not steal from honest and hard working people. Illogical and loose requirements to open and maintain bank accounts encourage swindlers, crooks, dishonest people to steal from the system or others accounts. (I have a sworn statement (affidavit) that my landing permit was stolen from my property in 2012 in USA after my imprisonment, but I have a record of it and the number).

I have my IDs in my possession which were all based on the landing permit such as Driver’s Licence, Health Card, Social Insurance Number, Citizenship card, OW file number, Library Card. Revenue Canada Tax returns based on my Social Insurance number.
It was noticed several times that the man on the upper bunk bed (#256) goes up to his bed #256 after I get into my bed #255 at night. And couple of times he was seen sitting in my bed #255 when I get to my bed after using the bathroom in the morning time. Was seen at 07h30 on June 10. He uses a bag pack. He stands and fixes his backpack and other stuff in bed #256 which results in blocking my access to my bed #255 the lower bed. Documented on June 10 of 2023. On June 11 of 2023 around 06h50, I was waiting at the door for him to finish what he was doing standing around my bed #255, he got nervous, came to the door asked me “watching” I replied “no” I was not watching, I just want to access my bed. He takes long time to finish or just acts like he was busy doing something standing in the side of my bed 255 and working on his stuff on bed 256. So he stepped out of the dorm. Went back in after I was out of the dorm, and he saw me around the window. (The person who was in bed 256 is not using the bunk bed 256 now but was seen in meals line up, recently other men were seen using bed 256.).
June 10 of 2023 between 17h15 and 17h25 a big group of people was seen sitting in the chairs and watching TV in the intake area, I was standing and updating my documentation on my phone. A man sitting in a chair (first from the dinning room door) in the front row, was constantly using abusive language for unknown reason, he said appeared to be directing his anger to me, he also mentioned that he complained about me being first in the line. I am not sure what line he was talking about. I asked the staff what time line starts he said, line starts at 16h30. They all just stand up from the chairs (about 200 chairs), suddenly ‘sitting big group in two rows of chairs’ becomes a line. after that it becomes difficult to get in the dinning area within the specified short period of time. This is questionable at this shelter. They around the dinning room door for hours just to be in line ahead of others. Why is that allowed.
Combination lock of locker 259 was seen removed on June 10 of 2023 at night.
Around 11h45 on June 11 of 2023 while I was eating my lunch at the shelter standing by the wall, a man pointed towards a chair around the table and said that he was leaving and offered me to use the chair, he used a combination of spoken words plus gestures to communicate. I nodded to acknowledge that I heard, I was busy with my food.
June 11 of 2023 at 16h46, no end of line to enter the dinning area. People keep coming. Once perhaps in April There was no answer how many minutes people get to eat the meal after entering the hall if we enter just 5 minutes before. Today I got a chance to enter the dinning area around 16h50 and ate the meal in a hurry.
After washing my hands at the water stand when I was about to proceed to pickup the knife and fork, a man suddenly came from behind and went in front of me to wash his hand, so before proceeding to the trays and silverware rack I asked said to him that it will not be considered to break your line if I proceed, he replied no, because he was behind me. But for the watchers or data collectors if they did not know what was going on there, this may be perceived at jumping in the line.
When I was eating my meal standing holding my plate in one hand by one of the walls, a husky woman came around me and told me to grab a chair while I was almost done. A man who left early hours like 06/06h30 in the morning about a week ago after me wearing a yellow T shirt was seen coming to a dinning table close to where I was standing while dinning. June 11 of 2023.
Cultural or some kind of differences of interpretations. The husky female staff of the shelter came around me and spoke to me, I tried to reply as I was eating when food was in my mouth this resulted in a bit of choking like sound (but without actual choking, real choking required some ones help to come out of the choke), not sure what her interpretation would be. In the past as well few times when this kind of situation happened they try to find out what did I do wrong to get a choke. They look for bad omen kind of interpretation perhaps due to different culture. Louis, the store manager of Solutions store at Ottawa Train yards once said something about my choking when I was talking to her, something caused my voice to choke a bit but without actual choking. This is similar to interpretation that people pray when they have done some thing wrong, similarly for some, people choke when they done something wrong. This minor throat or cough happens to me due to food particles in the wind pipes, after little bit of coughing or drinking it clears.
June 12 of 2023 : a un mannered man sitting in bed 257 made a sound ussshhttt few times to get my attention and asked me time around 06h11. Probably just to establish false association, there were many other ways to determine time without bothering me. I am not in his group , not associated with him. I am not here to socialize with these shelter people. I am dealing with my own issues such a housing emergency. Few minutes later he went out of the dorm, few seconds later another man from bed next to me left from the dorm.
June 12 of 2023 around 17h00 when I was checking the notice board, heard some one say something, so I turned around a uniformed tall police officer was seen sneaking up behind me towards the window. I stepped out.
When I was verifying something sitting in the mall outside the freedommobile store, a woman passed by me and asked me to spare some change around 17h20 on June 12 of 2023.
June 13 of 2023 around 07h00 when I was getting ready to go downstairs, sitting in my bed 255, man sitting in bed 259 asked me for screw drivers to open a locker, I lied and declined to prevent a crime, I did not want to become a partner in his crime. As an Engineer I am allowed to keep small screw drivers for electronics usage but not for locksmith usage or to break locks.
Entrance door of the shelter 35 Waller was locked when I returned to the shelter around 22h30 on June 13 of 2023. When I waived at the person inside at the window and knocked lightly to get the attention, door was unlocked so I could enter to go to my bed 255.
