Once again question arises regarding four social welfare offices (3 OW and one ODSP office) in Hamilton: ???

are these four locations independent operations. I was told at one location today on September 20 that each location has its own rules of operations. Since Ontario works social welfare and ODSP are provincial organizations, I would think they should have same rules province wide for the sake of standardization and identical services.
