I wonder why ?

I wonder why someone has put a piece of tape on the lock to disable use of key, perhaps due to the malfunction of the lock, key was hard to turn. I noticed this tape just few minutes ago when I returned from outside with my groceries from a neighbour hood store Hasty market (Laluna bakery interac machine used by Hasty Market Store).
