I loaded some money on my PRESTO fare card on April 30th which was pending to become available for the tap on any presto card reader. I used HSR bus on 30th to visit welfare office located at Upper James and back to my place. When I checked my balance on May 01, it was still pending for tap. I spoke to the Customer Service and I was told system does not work all the time (so it is a known problem). It should work on my next bus ride or my next tap on balance checker.
